Here are my tips for some newbies.

Firstly, create a Neopet, you will get 50np for free. Make sure you look after it properly and feed it well. Look inside your inventory, you will recieve a FREE newbie pack containing some items to start you off. 
 Then, get a bank account to store all of your neopoints in. The bank will also give you interest, depending on the amout of neopoints you put in it. The more neopoints in the bank account, the higher your interest.

Now, create a shop. You can sell things here. Just go your inventory, click on the item you want to put in your shop and select from the drop down list ”Put into your shop.”

If you want to earn Neopoints, play lots of games and send off the scores, and  also do your dailies.
